"This phone number can't be used for verification" appears when i use my phone to setup a gmail

I'm trying to setup a gmail account for my grandmother but when i try to put her phone number, or mine,  for verification "this phone number can't be used for verification" appears.

Try doing the whole thing over again, and when you get to the phone number, use the one that you didn't use first last time. (So if you used your grandmother's phone number first the first time you tried to set up an account, this time use yours.

I'd like to know the answer to this problem,. I literally *cannot* make a Gmail account because it says my phone number has 'been used too many times for verification.' How am I supposed to make a damn email account when I only have ONE CELL PHONE? This is absolutely absurd and impractical. I have no other phone number to use and I can't just change the one I've had for 20 years.

I have too tried to use multiple phone numbers but still it's telling me that I can't use that phone number. Now I wonder which other phone number should I use cos I have used more than 5 phone numbers! Is there no other way out?

Did anybody find a solution to this problem?  Can't create a gmail account because of this.

This is an anti-fraud measure that is implemented to combat the creation of excessive Google IDs by a single person in a short period of time.
The phone number/s you are using has/have been used too many times already.  Either by yourself, or it may be a recycled number which has been used previously with Google.  The count cannot be reset.
 
You don't need a mobile phone, you can use a friend's phone, or use a landline.  Just be sure to remove that number from the account settings, once you have established the account.
 
One user reported "I've found another solution after going back to sign up for an account by going to: YouTube sign in > Sign up > Enter information with create new Gmail, and now the phone number verification is optional. I'm not sure why it would ask it when creating a new account elsewhere, but I'm glad I was able to create a new Google account this time. "   https://goo.gl/q8WnvM   May or may not work for you.
 
This help page explains why a number is needed to verify your account via sms or a voice call. 
 
Unless this works for you (never tried it myself) https://www.quora.com/How-can-I-create-a-Google-account-without-using-a-phone-number-during-the-registration-process;  if Google require a number, and you cannot provide one, then you cannot open an account.
