Reset my password a few times today following suspicious email about samsung email. Forgot what I reset it to so tried to reset again. 2 step verification not working as email with code is not coming through. Tried to recover account but says cannot verify it as being mine.

Still logged in on my phone but can't access half my apps. Please help as I cannot verify the account without the code and no idea why it isn't going through to my linked account which I linked up as soon as I opened this account.

Worried I've locked myself out just cause of my awful memory :(

You might have attempted the recovery form many times in the last 24 hours. Try to wait for 48 hours before attempting another account recovery form. 
 
After you wait for 48 hours, kindly use the account recovery form: https://accounts.google.com/signin/recovery from previous logged in location/ip address and used device/computer for the account as Google will also check the location and used device/computer.

Ok will do, I normally use a VPN on my desktop for security, is this going to be a problem as my ip is masked and changes all the time? Normally one of two countries but ip varies. Thanks

Yes it may cause a problem. Try to use account recovery form from an ip address that you normally used to access the account.

I've just tried the recovery link you gave from my mobile which is still logged in from bedroom on my home wifi so my location and ip should match my usual, entered my mobile and confirmed code and my email and the code finally came through even though it didnt last time (was getting hopeful) entered the date the account was opened which I narrowed down to an exact month and year but it still came up saying I can't be verified? My mobile, Google play is linked to that account and now I have no idea what to do :( all the other important things like banking etc I can change direct with them but I've invested ALOT of time on Google play and if I can't get my account back I've lost everything. I left it over 48 hours before trying just to be safe but it still doesnt recognise me and I genuinely dont know why or what to try next. I entered the last password i remembered (maybe I got it slightly wrong?), I might be able to try another but i don't want to get it perma blocked. What should i do now? Is it worth my trying again now with the other password that I half remember but may be wrong or should I wait another 48 hours or is there an actual Google contact I can speak to? I know things about the account no hacker would like numbers that used to be linked but have since been removed, I've had this account for years and cant believe I'm being locked out!! Please help!!

Did the form you advised a couple days ago but still not heard any response, not even an email to confirm they got it? Is that normal?

Did another form which confirmed my account had not been blocked and to do the recovery process again. 

Tried this but still not getting the code sent via email? The auto populate on my phone with code works instantly but the next step to email to my linked account doesn't as it appears no email is ever sent.

Have seen another person is having the same issue with recovery code emails not going through to hotmail accounts (support.google.com/accounts/thread/4792993) can you please check if there is an issue with the automatic recovery process and hotmail specifically? 

I've checked every email folder in my hotmail account but no email with verification code has come through and I'm reluctant to click the try another way button as per your guidance not to.
