Hello,
Try to check your Google Drive and Photos. The storage space is being shared between Gmail, Google Drive and Photos.
Also, when you delete mails or files, make sure to delete it from Trash. Deleted mails and files are stored in Trash for 30 days which are taking up the same storage space.
