Android has a 24 hour security lock down after a reset; this 24 hours commences from the last attempt;  so you will have to wait the complete 24 hours before trying again.  May be a longer period. Don't Change Your Google Password Before Factory Resetting Your Android Phone - You Might Trip A 72-Hour Security Lockout
 
If you try any time within the 24 hour window, the clock usually starts ticking again.  You need patience here!  Expect to verify your ownership after factory reset  Please turn your phone completely off during this waiting period.
 
Have a look at https://www.google.com.au/search?q=FRP+unlock+tool  for a possible solution if this is an FRP issue.
 
 
Otherwise, we suggest that you actually turn off the device for a minimum of 25 hours (to be on the safe side), as some apps may try to "dial home", and further extend the lockout.
 
After that time,  without the correct login credentials, the device is essentially dead in the water. Google cannot assist in this matter, unfortunately. Read this page  How to bypass device protection in Android Lollipop 5.1 when you do a factory data reset, if applicable.
 
Various forums for your device, device brand, or an Android forum may have  a hack;  some pretty clever people there.  These forums are worth looking at if nothing else will work for you.
 
If you do not know your log in credentials:--
Go to https://accounts.google.com/signin/recovery (if not already done so);  follow the steps; submit to Google

It's FRP lock on the phone, to protection phone data from being deleted after being stolen or after abnormal factory reset. If you are the phone owner, just enter the Google account to unlock FRP on the phone. Or if the phone is Samsung, you can also use Eelphone Google Account Removal  to bypass Samsung FRP lock without Google account, but only for Samsung phone actually.

HELP please!  I am signing in to my own device after a factory reset using my correct email and password and it just keeps looping back to the message "This device was reset.  To continue, sign in with a Google account that was previously synced on this device".  I have a Samsung Tab A.  I have even changed my password and then waited 6 days with the tablet off to try again.  I am so frustrated.
