I sent an email with personal information in it to a wrong email, I got an email back saying that it was blocked, does that mean that it didn’t go through? I am freaking out and need peace of mind.

Can you post that error message in full, redact anything personal?
 
Usually, however, if blocked by the recipient, the recipient will not have received it, but no ironclad guarantees here.

Looks like it didn't go through, but no guarantee the receiving domain didn't see it first.
