what does message truncated mean

I sent a message to city council members, and when I checked to see if they were sent it said message truncated. What does that mean and why did it happen?

A truncated message usually means that the message had more characters in it than the message field allowed to be shown.

Re truncated message. What does that mean? The entire message was not sent. There were too many addresses? Some received the entire message?

WHY AREN'T email files updated to allow more characters?

I tried sending an email that had literally nothing but a small pdf file, and it said "message truncated" and blocked it from sending. So there were definitely not too many characters.
