Cannot connect to GMAIL server from OUTLOOK

Since yesterday (sept 13, 2019) , I cannot read email from one of my GMAIL accounts from Windows 10 OUTLOOK. Error (0x800CCC0E)...cannot connect to the server.
Works fine from iPhone or Chrome browser.

Same problem.  Even changed my password.  Still not synchronizing with Outlook.

And possibly clear a "captcha".  (You usually have only a 10 minute window after clearing the captcha, depending on what you are doing).

One other poster chimed in helpfully:- there was an additional step beyond what this tread covered for Outlook 2016.  I had to go to FIle > Account Settings > Update Password  -- Outlook was just reporting errors and not asking me for the revised password.

You have to use an app specific password in the dialog box.  To get the password, follow the instructions below.
 
Create & use App Passwords
Note: If you use 2-Step-Verification and are seeing a "password incorrect" error when trying to access your Google Account, an App Password may solve the problem.
  1. Go to your Google Account.
  2. On the left navigation panel, choose Security.
  3. On the "Signing in to Google" panel, choose App Passwords. If you don’t see this option:
    • 2-Step Verification is not set up for your account.
    • 2-Step Verification is set up for security keys only.
    • Your account is through work, school, or other organization.
    • You’ve turned on Advanced Protection for your account.
  4. At the bottom, choose Select app and choose the app you’re using.
  5. Choose Select device and choose the device you’re using.
  6. Choose Generate.
  7. Follow the instructions to enter the App Password. The App Password is the 16-character code in the yellow bar on your device.
  8. Choose Done.
Most of the time, you’ll only have to enter an App Password once per app or device, so don’t worry about memorizing it.

My Outlook 2010 is working with Gmail now, since yesterday afternoon.  For me it was just a Gmail area outage, although it was the longest Gmail outage I have ever experienced.

Same problem here for last couple of days. It turned out my problem was not with Outlook, but with my gmail account settings. Two things: 1. sign in to your gmail account with your computer's browser (chrome, etc.) click the gear-shaped icon near top right, select settings, then turn on IMAP or POP whichever you want or both (I use both). I was surprised to find IMAP disabled. Step 2. Whether or not you had the issue from step 1, you most definitely have to "enable less secure app access" Gmail now turns it off by default, but if you're using Outlook 2010 like me or earlier, that's what you have to do. It's in the settings, just look for it, and hopefully one or both of these steps will solve your problem.

Stopped working for me on 11/9/19.  Have tried everything in this thread and multiple threads.  2 factor, app passwords, re-creating profile, etc.

Works on iPad and iOS 13 iphone with no issues in Outlook app.
DOES NOT WORK on Outlook 2019 or Outlook 2010 on two separate computers.  Also does not work on computer using hotspot from iphone that works with iOS Outlook app.

No ideas left here.

Have had the same GoDaddy hosted domain, with G-Suite emails all linked to my Outlook (now on O365) for many years. On 12/24/19 when I powered on my laptop and opened up Outlook I got "Cannot start Microsoft Outlook. Cannot open the Outlook window. The set of folders cannot be opened. The operation failed."
If I go to my Gmail via the Web everything is fine. I have spent over 3 hours on the phone with Microsoft support and THEY ARE GREAT. I tried creating a new profile with ONLY the Gmail email address (r..k..@great...com) and it still does not allow it to connect via encrypted or unencrypted. Manual set up does not work either.
This Gmail issue corrupted my entire Outlook email even my non Gmail business emails in outlook. Fortunately I was able to restore all the other accounts minus the one mentioned above.
Seems like Google is trying everything it can to keep people from using Outlook.
Google support has been no help. Time to get off of Google hosted email. I'm sticking with O365.

I have had the same problem and I've turned on the less secure apps function.  That didn't work.

I found a check box in the Tools > Accounts menu for the gmail account that wasn't working.  I had to UNCHECK the box that says "Always use secure password".

Magic it works now.  This was after trying the capcha and following all the other advice in this thread.  Nothing worked with that box checked. 

I'm running OUTLOOK 2011 on a Mac.  If it works now for that old app it should work for the newer 2016 etc.

I have the same issue, I delete my gmail from outlook and try to connect again,the same story...sorry..we could not sign you into google Imap...what should I do?

Not sure if this will help anyone, but I had the same problem.  I deleted my gmail account (I have
Outlook 365 on windows 10)  and then Per what I googled - I  added it back inside of Control Panel.
Nothing worked - could not connect to the server.  Spent an hour trying different settings.

Finally I went into Outlook,  and even tho it doesn't have an Add Account option,  in help - I searched
for Add Account.   It found it - popped up a dialogue - and I added the account back using my original
password (not the app one).  and it worked. No problem.  I think that Outlook must  do something
specific adding the account that Control Panel doesn't do.
