Can't sign in

My phone was stolen and I'm trying to sign in to my Google account on a new phone it asks me to verify from the phone that was stolen. I have the correct password but it always asks for the phone I don't have and when I select try another way it has no other options. 

So basically I can't lock or erase my phone that has been stolen without my phone that is stolen giving the person who stole it full access to it?

Do you have a working recovery e-mail configured on the account?  If not, and without the phone, it will probably be impossible to prove ownership of the account.
 
The only account recovery option Google provides starts at https://accounts.google.com/signin/recovery  (accounts can not be recovered through this user-to-user forum, and Google does not provide live support for account recovery).  Assuming you posted here because account recovery isn’t working, providing more accurate answers and using a known device/location/IP-address will help.  You also need to read the following resource:
Unfortunately, Google does not provide any escalation or review options for account recovery.  If you are unable to prove ownership using the provided recovery process (plus the information in the above linked articles) then the account is lost.  There are no other options.  Starting a new thread will not help either.  Sorry.

No I did not set up recovery email or anything I have the correct password I don't understand how nothing can be done I have 2 accounts and was able to successfully log in to the first one which I'm using now but the other I'm unable to log into surely something can be done about this I can prove its my account easily by the fact both accounts are the same name and have always been logged in together from the Gmail app surely that links them in some way i mean I have the password what's the problem

No I did not set up recovery email or anything ...
 
Then you have no way to do any sort of verification or account recovery.  It would appear Google noticed some unusual or suspicious activity and needs additional verification to give you access to the account.  No working recovery options makes that impossible.

Would it be possible for me to close/suspend the account or remove it from the stolen phone I feel like this is a terrible policy from google and is preventing the real owner from access to an account while simultaneously giving the criminal access

Without access to the account, I'm afraid you can't do anything.
 
It's really important for mobile devices to be screen-locked (in case they're lost/stolen) and for all accounts to have working recovery options (in case something "bad" happens).  This applies to ALL accounts, not just Google ones.

Obviously my phone was locked and secured but the way in which it was stolen potentially compromised my password which I'd rather not go into detail

Anyway I have since managed to regain access I kept trying on various different browsers and the Gmail app and eventually it allowed me to enter a phone number that I've never used before and that I bought as a temporary pay as you go seems really secure and needless to say I will probably be changing my email provider in the coming days poor service from google impossible to speak to someone who can actually help and ask for I'd or something I don't know but there is surely a better solution than to simply say make a new account which it actually suggests on the help page ridiculous solution if you ask me 

Thanks for your reply and trying to help me clearly you don't make the rules at Google and this is not directed toward you but I definitely feel Google should look at this policy
