I am no longer receiving emails, how can I start receiving them again? I’ve deleted over 20k emails.

I have deleted almost all of the emails, except for the important ones. I have signed in and out, used the app, my browser, and an actual computer. Still not receiving a single email.

Go to Current storage  and see how your storage is actually being used in Google Cloud (Drive).  Post a screenshot here if you don't understand this.  Manage your account storage  for help with clearing up some space.  (From 01 June 2021 Google has a new storage policy, read here and here.)

 (If you are a Google One client, you should ask them directly for assistance with storage issues,  using https://one.google.com/support, for chat, or email support.  (See bottom of that page.)   Google One membership cannot be retrospective. This page https://one.google.com/storage/management?from=1 is handy as well, keep it in mind.  Helps you free up space.)
 
You might also need to examine "Backups" (if there) in Drive and Photos. Also photos you wish to save might have to be changed to High Quality, including any future uploads. "High Quality" photos have free storage, and do not count against your storage limit.  (This changes from 01 June, 2021, read "Storage changes for Google Photos".)
 
Photos deleted from Trash/Bin in Google Photos cannot be recovered. Delete Spam, together with Trash/Bin in Gmail.  Deleted mails also may not be recoverable.  You may need to delete some files from Trash/Bin in Google Drive as well.
All changes you make to your storage may possibly take 24-48 hours to filter through.   You can also get more storage using Google One  ($$).
 
Is email being forwarded to you from another account? 
  • Check the storage in any accounts that the problem Gmail has mail forwarded from, or polls using POP3, if applicable. 
  • Make sure the mail being received into the the other forwarding account is not going to Spam/Trash/Bin, in that account.
  • Any mail not received due to storage issues will normally have to be resent again, by the originator. 
  • Google does not have a copy of these missing emails,  and can't get them for you.
  • These emails will have bounced back to the sender, due to your lack of storage.
  • Some servers do keep trying to resend for a limited amount of time;  we don't know which ones, or for how long.
