Newly created VPS server/IP is getting unsolicited error: 550-5.7.1, no emails can send to gmail

After setting up a new VPS server with a mail server/ip address, the ip address is already blocked or not whitedlisted from sending to 'any' gmail account.

Here is an example of the received message when sending to a gmail account:
550-5.7.1 [162.214.5.XXX       7] Our system has detected that this message is
550-5.7.1 likely unsolicited mail. To reduce the amount of spam sent to Gmail,
550-5.7.1 this message has been blocked. Please visit
550-5.7.1  https://support.google.com/mail/?p=UnsolicitedMessageError
550 5.7.1  for more information. y11si5384878ilc.54 - gsmtp

This is not good because even if a user manually enables email notifications, they could later try to receive a more important email message that will simply be blocked by gmail which is commonly used.

There is not good information on where to go to remove the blacklist. There's been no history of 'spam', this is a new ip address. At best I've sent a bulk email request with the details with hope gmail will whitelist the ip
(removed actual IP from public with XXX, even though it doesn't matter much if it's public)

Just thought I would add, I can now send to gmail after server has become DMARC compliant. I can now send to gmail without bouncing with this error. The error is probably more related to not blacklisting, or 'unsolicited' but becoming compliant with DMARC and letting Google recognize it.

Steps:
Add SPF record: v=spf1 ip4:yourServerIP include:_spf.google.com ~all
Add DKIM record: See VPS settings, or contact host, find DKIM key, add default key
example: default._domainkey.yourdomain.com. v=DKIM1; k=rsa; p=EKPOKEFPOE...yourkey
Add DMARC record: after setting both these up, set up DMARC record
Optional: go to https://postmaster.google.com, sign up your domain and add the TXT or CNAME record to your DNS so you can verify it, do this for each domain that is setting up to use DKIM/SPF/DMARC records of your mail server; just changing domain name in each record as needed; not sure if this expedites the process and none of them display any stats, but it might help.

Verify your SPF and DKIM records are set up using tools like:
https://www.dmarcanalyzer.com/spf/checker/
https://mxtoolbox.com/dkim.aspx

Not going to go into what these do as it's all over the internet. Search 'dmarc compliance' and 'set up SPF records' or 'set up DKIM records'.

Wait a 1 to 2 days after configuration and you should be able to send to gmail.

One prime reason Gmail may mark messages as Spam is due to non-compliance with their Senders Guidelines. If you happen to send out a fairly large number of emails to Gmail users, I would also suggest you use this Postmaster tool to help locate the issue: Be a better sender and the link below to troubleshoot:
