I keep having a delay in receiving emails from one address. Sometime 3 hours othertimes it’s 6 hour.

That shows that the delay is in the sender's email system. The sender's email program send the message to the server right away, but it was not forwarded on to Google until almost nine hours later.
Unfortunately, there is nothing you (or Google) can do to improve it.

The first step is to look at the headers to find out where the delays are occuring.
