If you're using the web-interface for Gmail at https://mail.google.com/  click the three dots (far right) on the specific message you want to forward and select "Forward" from the drop-down menu.

No.
A single message cannot be isolated from an email chain for forwarding on by clicking the 3 dots. Only a single stand alone email can be forwarded in this way.
Why is this so difficult and way can I not get an answer????????????!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

A single message cannot be isolated from an email chain ...

Hmm.  Works for me and everyone else.  What do you get when you select a single message to forward.

Be aware, the message will include all the quoted content in it which may APPEAR like it's forwarding more than one message, but it's not.
