Error number 0x800ccc67 when sending mail

When sending email I am getting the below error
 
"An unknown error has occurred. Subject 'Read: Your Quest Diagnostics Invoice for Lab Services is enclosed', Account: 'pop.gmail.com', Server: 'smtp.gmail.com', Protocol: SMTP, Server Response: '421 Cannot connect to SMTP server 74.125.22.108 (74.125.22.108:25), NB connect error 1460', Port: 25, Secure(SSL): Yes, Server Error: 421, Error Number: 0x800CCC67"
 
I am running Windows Vista and using Windows mail.
Also I am using Avast for Virus checking.
I have tried with and without an attachment, same results.
I have also added this account to another system with the same error

Hi Janet,

Welcome to the Gmail forum.

Can you please go to your Gmail settings and verify that POP is enabled? 

Also, can you verify that your server settings in Windows mail match these:
  1. Incoming settings, if you're using POP
    1. POP server: pop.gmail.com
    2. Port: 995
    3. Security type: SSL (always)
  2. Outgoing settings
    1. SMTP server: smtp.gmail.com
    2. Port: 465
    3. Security type: SSL (always)
If you've been able to verify all of that information try changing your Outgoing SMTP port. If you tried configuring your SMTP server on port 465 (with SSL), but are still having trouble sending mail, try configuring your SMTP to use port 587 (with TLS) or port 25 (with SSL).
