Receiving reported error (0x800CCC90) Your incoming (POP3) .... etc

What does this mean? And how can I get my email to download again on my computer? It seems to have gone into a funky state while I was traveling. I've tried EVERYTHING -- changing my password MULTIPLE times. Deleting the account on my computer and adding it again. Verifications until I'm blue in the face. Adding it to my phone. HELP!!!
