How Google handles repeat infringement of copyright

Google has adopted and implements a copyright repeat infringer policy under which we take action against users who repeatedly misuse our services by violating Google’s copyright policies.

Who is a repeat infringer?

While the details may vary based upon the product at issue, a ‘repeat infringer’ is a user who has multiple copyright complaints lodged against their content within a given period of time. A copyright complaint will not count as a strike if the complaint was retracted or the content owner files a valid counter notice. If we have been informed of ongoing litigation on the matter after receiving a valid counter notice, we will wait until we are informed about its resolution before any applicable strikes may be applied.

A user may receive a warning, have their account restricted, or face other penalties after even one complaint. In appropriate circumstances, we terminate the accounts of repeat infringers.
