How do I report spam / nuisance hangout requests?

I thought I might be able to use the obscure three-vertical-dot bar on the web interface and choose "report user" or something, but it only offers "archive" and "delete". delete doesn't stop the nuisance caller from trying again and again and again ...

What happens when you try to block that person? Instructions located at https://support.google.com/hangouts/answer/2945109?hl=en&co=GENIE.Platform=Desktop. 

As far as I know there is no 'report' button in Hangouts. If the person is connected with Google+ then there is an article about that located at https://support.google.com/plus/answer/6320425?hl=en&visit_id=1-636381796915064654-3683833817&rd=1.

Levels

Member levels indicate a user's level of participation in a forum. The greater the participation, the higher the level. Everyone starts at level 1 and can rise to level 10. These activities can increase your level in a forum:

  • Post an answer.
  • Having your answer selected as the best answer.
  • Having your post rated as helpful.
  • Vote up a post.
  • Correctly mark a topic or post as abuse.

Having a post marked and removed as abuse will slow a user's advance in levels.
