Told To Create a NEW Account?

I really hope the community or someone at Google Grants can clarify an issue that is completely contradicting to AD Grant rules and terms of service. Our AD account was working fine for months and then got deactivated because of a keyword that was a low quality score. We promptly removed the keyword and then we reapplied to get our account activated and finally received a reply after 25 days of patiently waited. However the reply from the AD Grant support told us that the account cannot be reactivated with no reason specified. More confusing they said to CREATE A NEW ADWORDS ACCOUNT for the nonprofit and they supposedly would switch it by disconnecting our current account and then reconnecting with the new account. This is contrary to everything I know about AD Grants that makes multiple mentions of never creating more than one AD account so I am very confused as to why this would be the case. Here is the exact email received from AD Grant support:

Hello,  please be informed that the account cannot be reactivated.

I request you to create a new account and provide the authorization to unlink the account from Google for Nonprofits account and then link it to a new account.

To give us one time approval to make the changes that you want, please use the approval template below. You should (1) review the template carefully, (2) fill in all of the blanks, and (3) send your completed request to me by replying to this message from a Google for Nonprofit administrator email.

It’s important to note that Google doesn’t guarantee or promise any particular results from implementing the changes you authorize.  You will be responsible for any impact these changes have on your account, including impact on your campaign performance or spending.  Be sure to monitor your account regularly so you understand what’s happening and can make campaign adjustments as necessary.

Please also note that any changes that you make in your Google Ads account while Google Ads Specialists are working on your requested changes may be lost.  You may want to wait until we have finished making your requested changes before making any changes yourself.

Nonprofits are allowed to have both the Google Ad Grant account and a paid account. You can only have one ad account tied to one email address.  So if you have to setup a new account, then you will need to setup the account with a new email address, unless you are using an MCC account, which I doubt.

If someone added a credit card payment to the original Ad Grant account, then the account cannot be reactivated, and has become a paid account.  Check and make sure no one added a credit card payment to billing.

From the email, it sounds like the representative from Google wants to make the changes on your behalf. I don't know if you should allow them to make the changes or not. It's up to you to decide.

If you apply for a new account, you will have to meet all of the new rules put in place in April 2019. Please read about the new guidelines and application process carefully. The ad team is currently backed up with new applications, so it may take well over a month before you actually get re-approved. https://support.google.com/grants/answer/6077350
