I have an app/website that host fundraisers for non-profits. I have been asked if they can use their google grant to promote their fundraiser on the app or website? 

Each fundraiser has its own section within the app/website, and we currently use deep-linking to direct people to the individual sections.

You can't use the Ad Grant to promote an app.
 
You can use it to promote a website. I'm assuming you represent a registered nonprofit, and its website is authorized for an Ad Grant. You could promote events / fundraisers, just like any other type of content.
 
But if you're asking if nonprofits can use their Ad Grant to promote a website other than the one authorized specifically for them, then the answer is no, they can't do that.

Thank you for your response.

What about in the cases of sites like Classy.org where there are pages designated for the nonprofits?

I have a Website/Apps that help nonprofits fundraise and I had one of my none profits ask me if they could use their Google grant to promote their fundraiser like they did while working with classy.org

(Bear in mind I know little about Classy)

Nonprofits would not be able to promote their pages on Classy's or anyone else's website address... they would need to own the domain being promoted.

Which leads to a possibility.
 
If nonprofits use a third party service to create a website/profile/fundraiser, and if that third party enables the nonprofit to publish it using their own domain, then the nonprofit might be eligible to use their Ad Grant to promote it.

The ideal way to do that would be as a subdomain of their usual domain: fundraiser.nonprofitname.com for example. Because then no permission is required to point ads at it. But it could be an entirely separate domain, in which case the nonprofit can request permission to add an additional domain to their Ad Grant.

Note that additional domains have to follow the same rules about website quality, HTTPS, stating they're a nonprofit etc.
