Did the support person not realize you have an Ad Grant and therefore can only create Search ads? Did they perhaps hint at something that's not yet available?
I've heard nothing official about Smart campaigns being removed... but I double checked and the option has recently disappeared from half of the grant accounts I have access to. Not a real problem: Smart campaigns are generally not useful.
Performance Max campaigns are not currently available in Ad Grants accounts. AS and WHEN and IF P-Max does become available, it will be Search placements only and won't include Google Maps (at least at first).

This possibly reflects some upcoming changes to the way campaigns are created in Ad Grants, so is a glitch while they're making changes.
But... smart campaigns are generally fairly useless and give you almost no useful data, so I recommend you create a standard Search campaign instead.

Hello,
I reached out to customer support yesterday regarding this issue and learned that the Smart Campaign option has been removed. We must now use Performance Max campaign, which also allows us to advertise on Google Maps.

My initial information is that this will enable placement of ads across the entire Google network, not just search ads, so P-Max will work in grants accounts just as it does in paid accounts.
