I have applied for google ad grants making sure to follow along with every recommended step. One recommended step mentioned to "not enter credit card details or any other billing information when creating your Google Ads account for Google Ad Grants. If you enter credit card information and your campaigns run, you will be responsible for paying any charges accrued."

However, now 5 days later my google ad grant application has still not been approved. The reason is that "You have an insufficient number of active campaigns to meet the Account Structure requirement in the account management policy. To create a campaign, refer to Part 2 of the Ad Grants activation guide."

Should I create an active campaign even though google specifically instructed not to add any type of credit card information? Please let me know if anyone else has experienced something similar!

Never enter billing information. Did you get an email from Google stating you passed the first stage of the application process?

If you received an email indicating you passed part one, then proceed to Part 2 of the account activation guide. There could be a glitch or you set the account up wrong if it's asking for billing information.

You must create at least one campaign with 2 active ad groups and each ad group mus have at least 2 ads. Each campaign must have at least two site links at the campaign level, not the ad group or account level.

Each ad group must have sufficient keywords in order to run (at least one per ad group). 

If this answer does not suffice, then this is an @Ammar A (community leader) issue.

I got the same notification...not enough campaign even I have successfully created 1 smart campaign

I got the same email. I'm thinking that the campaigns need to be Enabled instead of Paused before the step 2 account review, but not sure. I had mine paused. The key word in Google's email reply was "You have an insufficient number of ACTIVE campaigns". So this is why I was thinking maybe the campaigns needed to be Enabled (Active). Hope someone can shed some light on this. I need the answer too.

I got the same notification. I created one Smart Ad, but should I create more than one. I'm looking to move from atep 2. Are there any examples on YouTbe that I can follow

Hi Everyone - I have 3 campaigns enable and approved with at least two ad groups each and I'm STILL being advised I don't have enough active campaigns.  I've trouble shot site link extension issues, bidding issues and I'm so close only to continually get this message.  Any advice would be greatly appreciated as this is dominating my life! :)
