I'm trying to update my Play store country, having moved from the UK to Germany - I've been here for years, but I just never had a reason to change the store until now.  The problem is the Play store only shows my UK account in  'Account' \ 'Country and profiles'.  I am in Germany, with German mobile/data and with access German Wifi, so my IP address is definitely in country.

What I've done so far:
I've done what is listed in the official "change your google play country" guide.  But there is only UK listed, so no option to change.  I have not previously changed play store country, so the 'only once per year' change does not apply.  I am not part of a Family Library either.  I use family link, to manage child accounts, but this is not listed as a reason to block country changed.  I have tried to disable/remove this, but there was no change.

I've tried adding a new payment profile for Germany on pay.google.com with a German Paypal account and Germany credit card.  So now I have two profiles, the old UK account listed as 'Individual profile for Play' and the German account is listed as 'Individual'.  I have changed the address for my google account to my German address.  On my UK account, I have no subscriptions, no outstanding balance or credit and the last time I bought something was in 2012 when I actually lived in the UK.  So I can't see anything that's blocking the move.

I've obviously searched for solutions and found lots of methods involving clearing the cache / data from Play store, play service etc. but nothing has worked.  I have not tried any VPN options as I'm actually in the country I want to access, so they seem to be pointless.

Any help would be appreciated.

I have exactly the same issue, move from one country to another and cannot get to change the country. When i look at the country in google play it says country and do i want to use .y current cou try but no means of clicking on the new one. Tried using uk vpn with no difference.
I tried to add paypal of my new address to play but wouldnt allow as cou tries were different. Added a card against new address and country so have payment for one country with paly showing another. 
Why is there no easy fix for this from google. 
Any help gratefully received

Guys guys I found it so basically u have to go online and change it on your actual google account only then will it add the different country to your google play app so go to your like gmail account online go to settings then add payment profile then after u enter ur address it should add that country to your google play app I hope this helped

I have exactly the same issue, I have a only one country in the Play store available , I can not add another country or modify anything. I put additional pay method and in Google Pay and set the new address as a default . I am desperate have to change it I would like to set up the family members and it is not possible due to the different countryies of accounts.

OK - I have found the solution , in the Google Pay I put another account and set it to default and this was not enought, I have to delete the old account with the location which I wanted to change (do not know why Play store did not put two locations but anyway) .To do so go to Google Pay -> Settings->General-> Edit account info when you want to remove the google pay account you have to switch to it and then at the bottom set State of the account and 'Close the payment profile' .
