You can use carrier billing for apps and digital content purchases in countries using the carriers listed below,.

If you’re having trouble making a purchase on Google Play with a gift or prepaid card, contact your card issuer to make sure it can be used to purchase digital items. Some gift cards or prepaid cards (with Visa, MasterCard, American Express or Discover logos) can't be used to purchase digital items.
Note: Google Play gift cards and promotional codes can't be used to purchase devices or subscriptions on Google Play.
Google Wallet can't be used with:
- Wire transfers
- Bank transfers
- Western Union
- Money Gram
- Any escrow type of payment.
At this time, PayPal can't be used to make purchases on Google Play.
