Google does not accept my address certificate as part of my account verification

I have a personal developer account on Google Play, as part of the new account verification requirement, I have submitted a census address certificate as proof of my address.

This certificate is a legal document issued by my government that certifies my tax address. However, they have rejected it, stating that it is a business document and cannot be used on a personal account.

Even though my account is personal, my tax address is what it is, and indicating any other address would be illegal. Creating a business account is not feasible because it is impossible for me to obtain a DUNS number.

I am trying to contact the Google Play support team but it is impossible, I have two tickets from several weeks ago and I have not received any kind of response.

What can I do? How can I get in touch with the support team for assistance?

Hi, only documents supported by Google are accepted. I don't think Google accepts census registration documents. It may depend on country but usually utility bills or a bank statement should work fine.

That's the problem. I legally have an associated address where I can conduct my business, and Google does not accept the documentation proving that address.

You will have to provide one of the supported documents. Please note that you have a limited number of attempts. Uploading un-supported documents and failing verification may cause permanent verification failure.
