The error message "This order could not be completed and was canceled" can occur for a number of reasons, but the most likely cause in your case is the hold on your payments account.
I recommend that you contact Google Play support as soon as possible to find out why the hold was placed on your account and how to get it removed. Once the hold is removed, you should be able to receive payouts and in-app purchases should start working again.
