Provide information for the Health apps declaration form

In April 2024, we announced that developers with apps that are in the Health & Fitness or Medical categories on Google Play are required to complete the Health apps declaration on the App content page (Policy > App content) in Play Console. Some developers must do so by May 31, 2024,  while other developers must complete the form later this year, depending on their deadline. This article provides an overview of the Health apps declaration requirements and guidance for completing the form.

Background

In April 2024, we announced an update to our Health Apps policy that applies to a large number of apps on Google Play. As part of this update, we added new requirements to help promote trust in the Google Play ecosystem by keeping Google Play secure for users.

Under these new requirements, developers must complete the Health apps declaration form on the App content page (Policy > App content) in Play Console.

Which developers need to complete the Health apps declaration in Play Console?

All developers that have an app published on Google Play must complete the Health apps declaration, including apps on closed testing, open testing, or production tracks. This also applies to pregranted and preloaded apps that update through Google Play.

Even developers with apps that do not offer any health features must complete this form and certify that no health features are offered through the app.

System services and private apps do not need to complete the Health apps declaration.

What Health features developers need to declare

If your app provides health features or accesses health data to support non-health features, you must declare one or more of the following features listed in the sections below. Click on a section to expand or collapse it.

Health and fitness
  • Activity and Fitness
    • Apps that monitor and record physical activities, exercise routines, and workouts. Includes tracking body vitals related to fitness (like heart rate), and measuring body composition and weight.
  • Nutrition and Weight Management
    • Tools for tracking dietary intake, planning meals, managing diets, and supporting weight loss or weight management goals. Also includes apps focused on specific dietary needs or goals.
  • Period Tracking
    • Tools that empower users to monitor and manage their menstrual health. These apps provide features such as menstrual cycle tracking, ovulation tracking and prediction, and fertility awareness.
  • Sleep Management  
    • Apps dedicated to improving and tracking sleep patterns and quality. May also include features for relaxation, such as sounds or guided exercises to aid in sleep.
  • Stress Management, Relaxation, Mental Acuity  
    • Apps offering guidance on stress management, mindfulness, meditation, and cognitive health. May include brain training games, relaxation techniques, and wellness coaching programs.
Medical
  • Diseases and Conditions Management
    • Apps focusing on managing acute or chronic physical health conditions and diseases (like diabetes, asthma) and other health areas like blood and organ donation, oral health, bone health, genetic information, hearing care, skin care, and vision care.
  • Clinical Decision Support 
    • Tools designed to assist healthcare professionals in making informed clinical decisions. These apps leverage data analysis, patient information, clinical knowledge, and algorithm-driven insights. Includes drug dosage calculators, risk assessment tools and personalized healthcare management tools.
  • Disease Prevention and Public Health
    • Tools for immunization tracking, managing infectious diseases, and public health information. May include apps for contact tracing, epidemic outbreak tracking, vaccination tracking and health status monitoring.
  • Emergency and First Aid
    • Resources for emergency preparedness, first aid instructions, and disaster response information.
  • Healthcare Services and Management
    • For scheduling medical appointments, reminders, telehealth services, managing health records, billing, and navigating health insurance, assisting with care of the elderly. Suitable for apps connecting patients with healthcare providers or managing healthcare logistics.
  • Medical Device Apps
    • Apps that are classified as medical devices. These apps may be subject to additional regulatory scrutiny, such as FDA approval, due to their potential impact on patient care and safety. It includes, but is not limited to, diagnostic tools, treatment recommendation systems, and any software interfacing with medical hardware
  • Mental and Behavioural Health
    • Tools for mental health support, counseling services and addiction recovery programs
  • Medical Reference and Education
    • Educational resources for healthcare professionals and patients, including medical encyclopedias, treatment guidelines and symptom checkers.
  • Medication and Treatment Management
    • Apps for managing medication schedules, pharmacy services, and ensuring adherence to treatment plans. May include pill identifiers, medication reminders, and prescription management.
  • Physical Therapy and Rehabilitation
    • Apps supporting physical therapy exercises, rehabilitation programs, and managing musculoskeletal health. Includes tools for those with disabilities to improve accessibility and mobility.
  • Reproductive and Sexual Health
    • Tools for managing reproductive health issues, fertility treatments or sexual health disease management, and providing resources for sexual health education. May also include apps focused on men’s and women’s specific health needs.
Health subjects research
  • Research studies, clinical trials, and patient communities
    • Apps that provides users with access to medical research studies, clinical trials, and patient communities

Important: If your app doesn’t provide any health features or access health data to support non-health features, you should declare:

  • My app doesn’t provide any health features

Why do some developers have a deadline of May 31, 2024?

Developers with apps that are in the Health & Fitness or Medical categories within Play, or apps declaring health permissions in their manifest are required to complete this declaration by May 31, 2024. If your app isn’t a Health & Fitness or Medical app but is currently categorized as such, you must change its category. If your app no longer uses these permissions, you must remove them from your app as per the Permissions and APIs that Access Sensitive Information policy.

What happens if developers miss their deadline?

If you fail to complete the declaration form before your assigned deadline, you will be unable to send any changes for review until you have completed and submitted the declaration.

Complete and submit the declaration

When you're ready to start, here's how you complete and submit your Health apps declaration in Play Console:

  1. Open Play Console and go to the App content page (Policy > App content).
  2. Under "Health Apps," click Start.
  3. Declare all the health features that your app offers to its users. After selecting the relevant choices, click Next.
  4. If you need to provide additional information, you’ll be asked for this on a second page and must complete each of the questions within the corresponding expandable sections. 
  5. If you're ready to submit your completed declaration, click Save. If you want to go back and change something, you can click Back to amend your answers. If you're not sure about something, you can click Save as draft and return to the form later. If you click Discard changes, you'll need to start the form again.

After you complete the declaration 

After you complete and submit the Health apps declaration, the information that you provided will be reviewed by Google as part of the app review process.

After August 31, 2024, all apps will be required to have completed an accurate Health apps declaration that discloses the health features their app supports  (including apps that do not support any health features)
