To meet Android developer verification requirements and Play Console requirements, you must register your Play apps in Play Console. While 99% of apps on Play have been registered automatically, you should check your Play Console Home page and register any remaining apps you want to continue distributing to avoid global removal from Google Play and ensure a seamless user installation experience.

You can also use Play Console to register apps you distribute outside of Google Play to ensure they can be installed on certified Android devices.

Policy Summary

To ensure a safe ecosystem and build user trust, you must complete all Play Console requirements, including linked profiles and verifiable information. Apps for certain categories must register as an organization. You must accurately provide all requested developer and app details before you submit your app for review. Full Policy

To ensure the safety and security of our vibrant app ecosystem, Google Play requires all developers to complete Play Console requirements, including any profiles that are linked to your Play Console developer account. Verified information will be shown on Google Play to help users build trust and confidence with developers. Learn more about the information that's displayed on Google Play.

Google Play offers two developer account types: Personal and Organization. Selecting the correct type of developer account and completing the necessary verification is key to a smooth onboarding experience. Learn more about choosing a developer account type.

1. When creating your Play Console account, developers providing the following services must register as an Organization:

• 1.1. Financial products and services, including but not limited to banking, loans, stock trading, investment funds, cryptocurrency software wallets, and cryptocurrency exchanges. Learn more about the Financial Services policy.
• 1.2. Health apps, such as Medical apps and Human Subjects Research apps. Learn more about Health app categories.
• 1.3. Apps approved to use the VpnService class. Learn more about the VPN Service policy.
• 1.4. Government apps, including apps developed by or on behalf of a government agency.

2. Once you've selected an account type, you must:

• 2.1. Accurately provide your developer account information, including the following details:
  • 2.1.1. Legal name and address
  • 2.1.2. D-U-N-S number, if registering as an organization
  • 2.1.3. Contact email address and phone number
  • 2.1.4. Developer email address and phone number shown on Google Play where applicable
  • 2.1.5. Payment methods where applicable
  • 2.1.6. Google payment profile linked to your developer account
• 2.2. If registering as an organization, ensure that your developer account information is up to date and consistent with the details stored on your Dun & Bradstreet profile

3. Before you submit your app, you must:

• 3.1. Accurately provide all app information and metadata
• 3.2. Upload your app's privacy policy and fill out your Data safety section requirements
• 3.3. Provide an active demo account, login information, and all other resources needed for Google Play to review your app (specifically, sign in details, QR code, etc.)

As always, you should make sure that your app provides a stable, engaging, responsive user experience; double check that everything in your app, including ad networks, analytics services, and third-party SDKs, complies with Google Play Developer Program Policies; and if your app target audience includes children, be sure to comply with our Families policy.

Remember, it is your responsibility to review the Developer Distribution Agreement and all Developer Program Policies to ensure that your app fully complies.

Account Transfers

Policy Summary

The Account Transfer Policy allows our ecosystem to maintain a safe environment by requiring transparency regarding who owns and operates developer accounts. Google Play provides a formal process to move account ownership securely. You must use the official account transfer process; we prohibit the sale, lease or purchase of accounts through third-party marketplaces or illegitimate means. For developers who only wish to move an app to a different developer account without transferring the entire account entity, please refer to our app owner transfer process.

To maintain a safe and trusted ecosystem for users and developers, Google Play requires transparency and accountability regarding the ownership of developer accounts. We recognize that permitted business reasons, such as acquisitions, organizational restructuring, personnel changes, and other business needs, may necessitate transferring a developer account to a new owner. To support these needs while ensuring ecosystem integrity, Google Play mandates the use of the formal account transfer process.

Account Ownership Transfer Requirements

Developers seeking to change the ownership of a Google Play Developer account must utilize the official account owner transfer process. Both the account transferor and transferee will be responsible for any actions during the transfer process, including the transition period.

Transferring account ownership through unofficial means is prohibited and includes but is not limited to:

• Buying, leasing, and selling accounts obtained through illegitimate means on third-party marketplaces
