I have unplugged the Nest Hub Max, turned my phone on airplane mode and activated only the Wi-fi (and later Bluetooth because it was required during setup), restarted my phone, tried using multiple networks to connect. All came back with the same response.

Welcome to the Google Nest Community Forums. I know how challenging it can be when you can't set up your Google Nets Hub Max. Please make sure that your Google Home app is up-to-date, and that you're using a supported Android and iOS device listed below:
 
Minimum OS requirements for Google Home app
  • Android phones and tablets: Android 6.0 and higher
  • iOS devices (iPhones and iPads): iOS 12 or higher
Below are additional steps that you can try. You can also see these steps on this link.
  1. Reboot your Google Nest Hub Max by unplugging it from the power cord and leave them unplugged for 1 minute.
  2. Force close and reopen the Google Home app.
  3. Try to manually connect to the device's hotspot from your phone or tablet’s Wi-Fi settings.
    1. Go to the Wi-Fi settings on your mobile device.
    2. Open the list of available WiFi networks and look for an available network with the name “GoogleHomeXXXX" (where XXXX is a random number).
      • Note: If you previously set up your device and have not factory reset it since it got kicked off of the network, look for the name of the device that you assigned to it in the list of available networks on your mobile device (Example: “Kitchen Home"). 
    3. If you can successfully connect to the speaker or display's SSID in your WiFi settings, open the Google Home app and try to set up the device.
  4. If you can successfully connect to the speaker or display's SSID in your WiFi settings, open the Google Home app and try to set up the device.
  5. If you're still unable to connect, try to set up your speaker or display using another supported iOS or Android device.
