I even tried to set it up with a Hotspot from my cell and then to change the wifi but it just won’t connect to the portal wifi from the résidence hall. I took a Screen shot to show you the portal in wich to log in.

The short answer is "you can't connect Google Homes to a network that requires you to go to a page to login."
That's called a captive-portal network. Google doesn't support those.
Also, you don't WANT to be on a big shared network like that. If you did get on, everyone else on the network would be able to see and control your Home. Imagine if everyone could push music to it at any time.
Do a google search for "use chromecast in hotels" (Google's chromecasts have the same limitation). You'll find instructions on how to use phone hotspots or (my choice) travel routers to make your own private network off of the main network. Then, once you connect your devices to that private network, nobody else can see or control your devices.

Please do not call any support numbers posted on this forum thread they are fake/spam numbers pretending to be official Google support and should be removed shortly.
Protect your information & avoid or report spam:
The Google Home or Google Chromecast devices do not support using a captive portal type login like the one in your screenshot. Some users have had success using a travel router connected to the captive portal and then connecting the Google Home to the travel router. It is advised that you get permission from the network administrator before trying this workaround.

Hi again,
As long as you can connect with the captive portal and then create a secure WPA connection that doesn't have access point isolation then the device should connect and allow you to configure it using the Google Home app from your mobile device.
Search for "travel router" and most are advertised as "travel router / WiFi extender".

Yep that sounds like it would get you up and working. Just be careful that the network administrator doesn't mind you creating a new new network as travel routers could be detected by an administrator scanning the network.

This is a real joke since this works on Alexa, I am in hospital after stroke and could really use this. Google support suggests asking wifi admin to change settings. I tend to think that wifi admin of hospital is not taking patient calls.
I guess I will return Google home devices and go back to Alexa.
