Hi Lawrence,
If you tap on one of your devices within the Google Home app home screen and then tap on the gear cog icon at the top > Room.
You can change and create new rooms.

This doesn't work. I click on the gear and all I can do is add it to a new home or switch homes (we only have 1). It won't let me add a room.

Not for me - I can only add devices to existing rooms or move to a new home

I managed to get this to work accidentally after struggling to add some new smart bulbs that were working but appeared as "Not assigned to a home".

From the home page of the Google Home App, click on Routines. I was editing my Bedtime routine to add my new bulb off commands and found the Rooms button and the magic + icon.

Open the Bedtime Routine
Click on the gear icon at the "Adjust lights, plug and more" item.
Press on the Home Control Settings blue text at the bottom of the screen
In Home Control, press the Room tab 
Click on the blue + icon in the bottom right to create rooms and assign devices

To ADD a "ROOM" to the Google Home app

NOTE 1:  These instructions are for Google Home app version

NOTE 2:  Adding a "ROOM" to Google Home is like adding a "GROUP" to the Alexa personal assistant app where one or multiple "devices" can be controlled simultaneously with ONE verbal command to a Google Home Assistant.

STEPS . . .

1.   OPEN:      Google Home (on a mobile device)
2.   CLICK:     "Account" icon (lower right corner - looks like a person in a circle)
3.   CLICK:     "Settings" (small gear)
4.   CLICK:      The "Assistant" tab (between Personal info & Services)
5.   CLICK:      "Home control"
6.   CLICK:      "Rooms" tab (to the right of "Devices")
7.   CLICK:      The + button (lower right corner)
8.   PICK:        An existing room name (or skip to Step 9)
9.   SCROLL:  To the bottom of the screen
10. CLICK:      "Custom name"
11. TYPE:       The name of the new custom room
12. PRESS:    "OK"
13. SELECT:   One or more DEVICES by clicking on one or more checkboxes  
14. CLICK:      Check Mark symbol at the upper right of the screen to save the new room & device(s)

Example:  If your new room name is "Magic Room," then you can simultaneously turn ON/OFF one or multiple devices in that room by saying:  "Hey, Google: Turn off(on) Magic Room."

Hi Thomas Ott. Would you now how to add a room to a specific Home when one has several ?

I have created 3 Homes: "Main", "Kid 1" and "Kid 2". 
I have shared the homes "Kid x" with my Kids so they may only control the devices in their rooms.

But now, each time I want to create a new room in the home "Main", it's created in the home "Kid 2", even if when I enter Google Home, I select "Main" in the home screen...

Followed Johan advice, however no “add room” section scrolling to bottom of home screen.
