Why wont my google home recognise my voice?

My partner can't get google to recognise his voice even after setting up voice recognition. I've added him to the family and his voice should be added, but when he tries to speak to the google home it asks him to scan a QR code which doesn't work? He's ready to sell all our google homes so please help!!

Sorry about this but thanks for reaching out. 
 
Just to confirm, when you've added his email address as a member of your home, did he accept the invitation and completed the Voice Match steps? If you're unsure, please have him sign in to this Google Home app using the email address that you've invited and have him go through the steps here
 
Once done, it's best to reboot your router and Google Home speaker to refresh their connection. Let me know how it goes.

Hi, thank.you for your reply! I've tried all that and nothing works. I add home to the household and when he goes to accept it and agrees to voice match then it says he can't be added and to speak to the person who create the account to add him?
