I have manager access to Google Ads client account through the linked MCC. Can I update business address for the client?

This page: https://support.google.com/google-ads/answer/1723068 says click pencil icon and edit. I do not have the pencil icon.

I have two MCCs.  My personal one, which I've had since 2007, shows me the pencil in all accounts linked.
My account for work, which I've had access to for just over 6 months, does not have a pencil in any of the accounts.   Confirmed both have Admin access on the MCC level.  Not aware of any other permissions here.
