I made Rs 1500 today from my debit card.  Payment deducted from my bank account but it shows declined in billing and payments. What I need to do?

Open Google Ads, click on the wrench icon (Tools & settings) in the upper right hand corner and then click on Billing / Billing summary. This is where all financial charting is done for your account.
Sometimes you can get the data to sync by refreshing the page several times (wait about 10 seconds between each refresh).
Sometimes you will need to look at your payment methods (left hand menu stack) and fix a payment issue that was declined. There will be an alert that says to fix it.
Sometimes a payment will be declined, you will be alerted, and then the payment will be attempted again and will go through... but it takes a little time (typically hours but can take up to 1-2 days) and when you look at the Billing Summary tab it will show a line item detailing the declined payment and then another line item will show where the payment was applied. It just takes a little time to show. 
If none of this helps... the only other step you can take is to interact with support who can always access your account with you and go over any concerns. To do so, open Google Ads, click on the ? in the upper right hand corner and then use the Contact Us info.
