I created account with credit card, that I add new card as a payment method, and right now I can't switch them - I want the second card use as primary payment method, and the first one just as a backup. 

Your guide - to add new payment method and set it as a primary, is not working. There is no option, no drop down menu, nothing.

What do I have to do, to switch these cards, or to delete the first one?

Hi,

Any payment method would be first added as secondary. Once it gets successfully added, switch it to primary.

Hi,

thank you for your reply. As mentioned above, I added secondary payment method with other, but there is no possibilty/option to switch priorities. Is it bug or feature?

It seems that you have to press the fix button on your old card first and after the confirmation the system allows you to switch back from back up to primary

All accounts must always maintain a properly working primary payment method. Once you have that in place, you can add another, or several others, and then you can assign values (primary, backup) to each or leave them with no value and use them manually as you want. 
 
If all else fails... contact support. They can access your account with you and resolve these types of issues. This help community cannot access your account, we cannot see what precise issue you are having, we cannot do anything but respond to the information you provide. Posts that do not provide concise details cannot be answered correctly or at all. 
 
You can call Google Ads Support at 866-246-6453 Monday-Friday, 9:00 am to 8:00 pm (EST) and have them access the account and assist you with this. This is toll-free number in the United States for worldwide support. You can also use this interactive web page that allows the country to be changed for a possible more local phone number.
