Account Suspended - Possible Cloaking

We are an agency. We had an account suspended for Circumventing Policy.

This is the landing page:  https://socalweightlossoptions.com/

We appealed, but the appeal was rejected.

A Google rep was kind enough to share the following with me:

**** This is what I see:  This account is suspended for Cloaking Suspect

Your account is suspended for violation of the Circumventing systems policy.
High probability of "fraudster" 

  • Cloaking (showing different content to certain users, including Google, than to other users) that aims at or results in interference with Google’s review systems, or hides or attempts to hide non-compliance with Google Ads policies, such as: 
  1. Redirection to non-compliant content
  2. Using dynamic DNS to switch page or ad content
  3. Manipulating site content or restricting access to so many of your landing pages that it makes it difficult to meaningfully review your ad, site, or account
  • Note: Cloaking does not include providing content personalization that adds genuine value for certain users, such as different language versions of the same content or different versions of the same content depending on the user’s internet service provider, as long as the offering is still substantially the same, the variation in content is still compliant with Google Ads policies, and Google is able to review a version of the content  ****

I've had our web team review the page, and we can't find anything that could be interpreted as cloaking. No idea why it's being flagged that way.

If anyone has time to take a look at that landing page, I would greatly appreciate it. We have no idea what is causing it to look like cloaking.

In spite of what Google rep. told I rather think it has more to do with health and medical content.
Do you have a Google Certificattion (yes, Google has its own certification) for medical content? - https://support.google.com/adspolicy/answer/176031?hl=en (near at the end of the help article you can find a link to a form to apply for this certification, look for this section)

@MosheTLV and @Maczko Istvan  Thank you very much for taking a look. 

@MosheTLV my understanding is that it is not against Google policy to have more than one account if there are no violations. But if there is a violation, then opening a second account is indeed circumvention.

In any case, I have checked with our Agency Google rep who checked both the microsite URL and the client's main website URL. And the rep could not find any other accounts that used these URLs before.

So that second account issue is unlikely.

The violation on the abandoned account must be fixed; Abounding an account or deleting it is not a fix.
You should reactivate  the "canceled" account, fix the violation, and only then, you can cancel it;
