Account suspended for circumventing systems and malicious software.

Website and Ads have been running for more than 5 years and suddenly the account is suspended, no warnings upfront, just out of the blue.  Search Console does not show anything malicious. Tools dont show any wrong with the website.   And now I have to wait 5 days to get an answer whether the account will be restored or or not.  And no guarantees that they can tell why I was ( and will be ) suspended exactly.

How the get my ads online again as soon as possible ?

Google doesn't give information regarding suspended accounts in case bad actors use that info to game the system. 
 
 It is quite normal to have an account for each website in each country since the are not double serving because they target different audiences.
 
While your intent might be to never double serve, Google by design enables it. The default advanced location settings enable ads to be shown anywhere in the world, outside of the locations you chose - for example. As you know paused ads can be disapproved, because Google looks at potential for something to run against policy, not just actual. 
 
It is hard to tell if your problem is just from the malicious software or is he multiple accounts as well. Circumventing and malicious often go hand in hand if you were hacked and visitors were being sent elsewhere (the latter is circumventing).
 
Multiple accounts are allowed if every country has their own billing details. But it isn't a stated policy, and it can be hard to argue after you have been suspended.
 
If you have discovered the hack and fixed it, try an appeal that focuses on that.

If you did not change anything, or at least you did not make a thorough check (and attached a documentation - even selfmade - about this checking) do not expect your account will be reinstated.
 
First contact customer service, they usually help what kind of malicious software they found.
In some rare cases it could be false detection, usually for plugins for your CMS (WordPress etc.) or some third party library (javascript). But in most cases it's really a malicious software (your site is hacked). It is hard to detect these modern malicious codes, so self-medication does not work frequently. Hire a professional, ethical hacking team if necessary.
 
Circumventing systems violation one of the most serious violations. As this policy violation considered egregious You have only a little chance (or no chance at all) to reinstate you account, so please be prudent with your next steps. If you appeal, look thoroughly for the possible reasons, document it, make preventive measures to avoid similar mistakes in the future and document these as well. Attach these documentations to your appeal with a detailed, hones explanation about what happened according to You. 
 
If you did not make corrections/improvements in your account and website, then do not appeal, as you would loose the possibility to appeal
 
If  suspension is about circumventing systems, then you have very limited possibilities (or none at all)
 
"If we find violations of this policy, we will suspend your Google Ads accounts upon detection and without prior warning, and you will not be allowed to advertise with us again." - No guarantee your account will be enabled again.

"We only reinstate accounts in compelling circumstances, and when there is good reason so it's important that you take the time to be thorough, accurate, and honest."

Thank you Maczko,

Our big concern in this case is that it is the country account for a major company  and we have 12 similar accounts (for different countries), on the same platform for the Website and hosting, and same type of campaigns , etc.  We could could not find any malicious software, or us trying to trick the system and the campaigns run for several years now with small adjustments. The other accounts have no warnings or suspensions at all.

If it's the same company then multiple account are also a serious policy violation (of course if these accounts belong to a daughter company, and different websites then it's not a problem) also considered as circumventing policy violation, probably this is the reason just wrongly labeled as malicious software.

These country accounts do target different audiences ( location and language) and the set up with these different countries has been the same for over 10 years now. Would be rather strange to suspend al of a sudden without any warning  nor hint or description on what actually caused the suspension.

Nope. This is a wrong interpretation of the Policy; One business ----->One account; unless you can show Google each country is an SBU (strategic business unit) with  registered in the targeted country;

Strange that we have this set-up for over 10 years for several clients and we were never told we were doing something wrong. Not by our Google rep, not by the Partner rep.

And then suspending the account after 10 years without being clear about the reasons is very strange , perhaps not for Google, but as normal and decent business behaviour it is.

And how do we make clear to Google  that the French website and French ads are for France, and the German website and German Ads are for Germany ?

And putting them all in one account would make allocating the costs to the countries  also very complex.

Not happy  at all.

You can target campaigns by location and language as well.
If your company have subsidiaries in these countries, they can have these country specific websites (and your company can manage these account via a Google Ads Manager Account - https://support.google.com/google-ads/answer/7459399?hl=en)
