Please why will they say I have unpaid balance when I have not run ads more than 3$ what do you mean

with respect to such unpaid-balance flags consider at least the following:
 
(1) be certain to use a secure desktop or laptop device,
and clear the browse's cache and cookies, or try [yet]
another browser, to check the ad-account status --
 
- do not use any mobile-device -- nor any app;
- do not use a phone, smart-phone, nor any tablet device;
- do not use any browser with ad-blockers, plug-ins, add-ons, or similar;
- do not use any vpn, nor any similar virtual-network, nor any virtual-device.
 
carefully reinspect the ad-account -- for any suspension
message atop the account in red, or aside a red-triangle:

also, carefully inspect any email from google --
especially 72-hours or so after the suspension
is seen within the account, and especially with
respect to any spam-folders or spam-filters.
 
the account suspension may be for other issues --
wait 72-hours for google to send any updates.

be certain to check any email from google -- including
all inbox, spam, trash, updates, and similar email-boxes.
 
(2) only one account per advertiser is the general policy;
verify only one terms-of-service has ever been accepted,
at any time.
 
double-check this since additional ad-accounts may be created,
indirectly or inadvertently, while using other google-products --
such as youtube, google-my-business, ad-mob, etc,  or features
from a third-party, such as an e-commerce solution.
 
be certain to check for any other ad-account -- by using any and all
google-accounts (emails) that may have been used, at anytime --
not only the current google-account associated with ads.
 
(3) be certain that the google-account (email address) that is being used
is identical to the payment-profile and ad-account, with admin permission --

(4) if the email/account being used is a g-suite/google-workspace account,
then contact the workspace-administrator directly for permission details:

(5) also, verify that any google-service being used that has any quotas,
or free-trials, has not exceeded any quota or any free-trial criteria --
fix any related issues;
e.g.

(6) inspect the payment-method details, under the linked google-account.
 
(7) contact all financial-institutions associated with all payment-methods,
that have ever been used, and verify that all payment-methods are still
valid, that no non-google transaction was flagged, and that any and all
google-transactions occurred without incident.
 
consider asking the financial-institutions if they allow on-line charges,
and if they are familiar with google-ads and related google-ads charges.
 
(8) verify that any and all payments to google have all been paid in full --
especially for other google services, physical devices, and any app or
in-app purchases, across all google-accounts -- not only google-ads:

(9) verify that the payment-method is allowed in the
specific country associated with the business:

otherwise, consider changing the payment-method to conform to the policies:

(10) also, consider securing the account with two-step-authentication:

(11) also, verify all location/country/currency/address/name details match --
be certain that the registered-business name and location, all payment-methods
(credit-card, bank, etc.) location and name details under the payment-profile,
the location and name where the ad-account terms-of-service was accepted, and
the time-zone billing locale, all match -- are all in the same country and use
the same name/address/country/currency.
 
(12) then, be certain the payment-profile method added was properly verified:

then, verify there is no payment due and make a payment if any are due:

then, wait 72-hours and inspect the ad-account again.
 
otherwise, this is primarily a peer-to-peer community --
google must be contacted directly for all such issues:
weekdays during early-morning business-hours is usually best.
 
after contacting google, be certain to check all email for
at least 72-hours after google has been contacted -- check
for any case-id number and respond to google directly.
 
a case-id number will look something like: [0-0000000000000]
 
as was indicated, be certain to check all email, including
all inbox, spam, trash, updates, and similar email-boxes.
 
if every related aspect has been checked and double-checked,
only then consider submitting a formal appeal to google --
state anything that changed -- such as submitting a verification,
changing any payment-profile details, making any payments, etc.
