Activities tracking keeps turning off on it's own no matter how many times I turned it on

So here is the guide from Support team I've recieved. Point 2 (Update the time) seemed to fix the problem for me. I hope it will help you as well.
We think the information below helps solve the problem, but if you’re still having trouble, you can reply to this email for more help.
- Check that you’re signed in to the correct Google Account.
- Open the Play Store. At the top right, select the Profile icon.
- If you’re not signed into the correct account, switch accounts and try again.
- Update the time.
- On your device, turn off Automatic date and time. Then, turn it back on.
- Check software and system updates on your device.
- To check if an update is available, go to the software or system updates in your settings.
- If an update is available, update your device.
- Check that you have a strong Wi-Fi or mobile data connection.
- It’s best if you can connect to a Wi-Fi network.
- If you don’t have access to Wi-Fi, make sure you have a strong mobile data connection.
- Try your download again.
- To get more help with connection problems on Android devices, go to Fix internet connection problems on Android devices.
If you tried all the steps above but still Google Fit tracking is still kept on getting disabled, try these additional steps.

Hi everyone,
We're happy to announce that we've resolved an issue with Google Fit related to activities. This issue was preventing some users from turning on their tracking preferences.
If you were affected by this issue, you don't need to do anything and will be able to update your tracking preferences from Profile > Settings > Tracking Preferences.

And now the issue persists on both devices - Pixel 2 and Pixel 7 (was working perfectly on Pixel 2 for many years). So it clearly has nothing to do with devices itself - it is a software issue. So could you please stop pretending it has something to do with devices and advise us to delete everything and try again? And may be look for bugs in the code?

My old phone has been using Google Fit app and it works fine, and I tried to turn off tracking to test my theory. As a result, the tracking stays on. I got a new phone, which I tried to turn on tracking preference, and it was not able to.
Both phones has been:
1. I tried to put into flight mode to see if the tracking preference settings require an internet connection, and I was right, it requires internet connections otherwise the settings cannot be changed.
2. login successfully to my google account on the OS level and on the app level.
3. all required OS level permissions were granted to the app, such as "physical activity" and "location at all time"
4. standard procedure such as clear data or cache or re-install the app has been done.
5. Connect to the internet using cellular data or WIFI.
6. Connect to the internet via different ISP.
Remark: I am not an Android programmer, but when i tried to use logcat in the Android Studio to see whats going on when I try to change the tracking preference setting on the app, it came up with somethings like this in the debugging log on BOTH phones, and I am not sure if this is relevant:
No data sources found for Sub{com.google.oxygen_saturation, -1us med}. Subscription is added; recording will start once sources become available. [CONTEXT service_id=17 ]
which is marked as Warning in Logcat.
Well, does anyone know whats going on?
