Not my issue, it's yours. I'm trying to help you. Cables were not buried deep enough and they have come above ground. They have now been severed. This is at my location where they are supposed to install new lines and service. I called our representative, he told me to call customer service. I asked for the phone number, he did not respond. So it's been sitting there like that for a week now.
