For what it's worth. I arrived in Japan and couldn't start my Hotspot on my Pixel 2 anymore. It just said "error" next to WiFi Hotspot and when I turned it on, it automatically turned off again. I needed to change the Hotspot settings from 5.0 GHz to 2.4 GHz, it was working again afterwards. Not sure if it's Japan related or not - but I never saw that setting or had an issue with my hotspot before. Just wanted to share, hopefully it helps someone to not spend 90min with the support staff to figure out what might cause the error.
Here's how it looked like on the Hotspot settings.
