After a factory reset I started to have "CaptivePortal Login Stops Working" messages that resulted in not being able to connect to public internet providers. After searching for information/posts I found that there were others that were having the same issue and I wanted to share my efforts and what worked. I also want to mention that I was using the Pixel 3a e-Sim. I chose to reinsert the Fi-Sim I was using and did another factory reset. When I did the phone reset w/out Google VPN, and I was able to connect to public ISPs. Still I was uncomfortable and I chose to do what another user did - he upgraded to the beta Android 10 system, which I did as well this morning. Android 10 beta installed without a problem and I reloaded all of my software and have not had a problem with "captiveportal login stops" since then. And I should also mention that I haven't noticed Google VPN to be part of the beta, nor an option on VPN on the phone. I have no clue as to whether G-VPN will be a part of the final 10 version but I can tell you that I no longer have a problem connecting to public internet.
