If the phone came from Google, you can uninstall apps until you figure out which app is causing it.
 
If the phone came from some other source, it may be embedded into the firmware.

Ok. I'll give this a try. It just started happening recently, and I had not installed any new apps. It doesn't do it every time I unlock the phone, so it will be hard to trouble shoot.

I am having the same issue. Note 5, no new apps in a month or two, Taboola just started showing up on my screen when I unlock my phone. 

Where'd it come from?

No, first line troubleshooting isn't going to solve this. This is something that, without changing anything on my phone, I now get a pop-up SOMETIMES when I unlock my phone. This isn't a new app, this seems more like an over looked update to someting. 

I would like someone to help me in figuring this problem out instead of a boxed answer of 'turn it off and on again'. 

18 years of working in the mobile world and I'm having a hard time finding the root issue; the reason I'm asking the interwebs.
