Please read the Project Fi Terms of Service, where it is stated:
 
The Services are offered only to residents of the United States. The Services must be primarily used in the United States and are not intended for extended international use. Further, the Services are designed for use predominantly within our network. If your usage outside our network is excessive, abnormally high, or cause us to incur too much cost, we may, at our option and sole discretion, suspend your Project Fi account, terminate your service, or limit your use of roaming.
 
When you move back to the 'States, Fi will be waiting for you:-)

Congratulations, neatly hidden in the terms of service which nobody is aware of while you advertise all sorts of international service, advertising your ever expanding the coverage. Whether extended or not, international usage is a reality and things happen, like phones being lost or stolen. Currently you have NO international support for ordering anything like sim or replacement phone without forcing the customer into serious breaches of security to give out their password, be available for the new device/location security block, and force the friend to manage the shipping and handling. So, basically, if you have a problem that requires ordering or shipping while out of the US, you're abandoned by Google.

This is not a technical issue, but a product management issue. Has there ever been a dialog with product management that explains the serious security and logistical issues that face the unfortunate customer who is misled by broad international coverage into thinking that you have international support?

It works for me. I bought the Google FI SIM online (for free). 

Received the actual SIM Card in my US forwarding address and got it forwarded to Jakarta

I inserted into my iPhone, and followed instruction on the SIM card box, and voilaaaa..  actually I am now using Google Fi to write this message.

Steve is right- the requirement to be in the US in order to activate a sim is quite old. You've been able to activate outside of the US for a long time now.  Note, you have to be on wifi, but you don't need to vpn back to the US or anything.

You still can't have sim cards or replacement phones sent outside the US.  That's a product choice by Google I believe, in order to ensure that they only sell phones to bona fide US Google customers with US mailing addresses.
