Since your Fi phone number is tied to your Google account, your account would need to be hijacked before your phone number could be. I could mail you my physical sim but you wouldn't be able to activate it on your phone without having logged into my Google account.
So, I'm not sure what a PIN adds to the equation.

If Fi phones cannot be hijacked or are more resistent, this is a strong selling point for the service. There continue to be stories of exploits against one's phone number. Scary. Happy to be avoiding this particular pitfall of modern technology.
To protect your phone better you should also enable two-step verification for your Google account, starting at https://myaccount.google.com/security. But! remember to print out the backup codes and store them somewhere safe that you will remember, so you can still get into your account if you lose your phone.
