How do I assign classwork to only one designated student instead of the whole class?

I have different students working on sight words, but at different grade levels. How can I assign to one student and not the entire class?

Welcome to the Google Classroom Help Community.

Post to individual students

Unless you’re posting to multiple classes, you can post an assignment to individual students. You can’t post to more than 100 students at a time.

Create an assignment .
Next to All students, click the Down arrow All students again to deselect students.
Click a student's name to select them.

I already knew how to do this, however, when I click on "All Students" in order to select specific students, I am not given a list and I cannot deselect "All" I am trying to assign specific sheets to specific students for Group work.
