It is first important to note that since Google also has YouTube, using your Google Drive to share videos that will have a high download rate per day is not what is intended for Google Drive.
 
There is no stated daily limit for your own personal non-YouTube video downloads. This is to allow for some flexibility when the server(s) are slow or exceedingly busy.
 
The limit is per day, so generally most users never even see these limitations.
 
Approximately how many users are the video(s) shared with- and approximately how many videos?

There are about 50 people who have access to about 150 short video files. Most of these people will only view no more than 10 videos. Google Drive is being used so that viewers cannot download or share these videos.

I definitely understand that the use of YouTube is being encouraged to upload and view videos instead of Google Drive. I am a teacher and our school district blocks students from using YouTube, BUT students do have access to view videos stored on Google Drive. Is there any way to make an exception for GSuite for education accounts that will eliminate the cap on video plays per day?

I also have a personal folder of over 700 mp4 videos averaging 30seconds in it and I exceed my playback limitations on that folder oh too regularly. I don't have the storage to carry these files locally on my cell phone, so I store them on drive so I can access and share them with whoever. However it's impossible to look through them with this limitation as I'll watch around 15 and be blocked from viewing anymore. This is beyond aggravating as I pay for storage and unlimited access to my content is expected. Google blocking me from viewing my own videos is a pretty pathetic solution for bandwidth management and is deeply encouraging me to change cloud storage solutions.
I'm already ditching the Pixel series of phones, soon I guess I'll be ditching Google Drive

solution is easy:
right click file/add to my drive
go to 'your' drive
copy the file you just moved to your drive (making it yours).
