Whenever I try to download anything from my Google Drive; I get error "Access was denied". I have attached a screenshot of the message (error 403). This happens only on my WiFi on computer devices. I can download on my phone, but all 3 computers in my house get this same error message. I read somewhere that it could be cookies, but what I'm on now is completely new, how could it already have cookies that'd block it?
This isn't a shared file either. I have ownership over it yet I don't have access.

I haven't been able to find a solution online, and I've had this issue for a while. I actually moved over to Dropbox for a while as I figured it'd get fixed over time. Any help would be great.

I had this problem today and based off another answer decided to try the download in incognito mode, which worked. Apparently if this is the case some sort of extension is likely to blame.

Make sure you are signed in to the correct account and, as the other poster suggested, try disabling any extensions.

I tried this @bkennely. It will download with all extensions on other networks, just not my home network. I just disabled them all and tried again, same error.

We are signed into the right account.  We have tried downloading on several different networks with no change.  How do you change to incognito mode?

I had the same issue tonight and managed to find a solution myself. I am using chrome on windows and found out that my sister's account was synced to chrome (indicated by an arrow) even though I was logged on to my gdrive [see encircled]. I tried clicking the account (see second picture) and there I found an option saying open guest window. And my problem was solved. I hope this helps, if the issue arises again.

The fact that browsing signed into one account on Chrome affects this seems like a huge oversight

Not an oversight at all. It's a safe interpretation of potential security issues.
Example of how things can go wrong otherwise:
  1. You go to a public computer, perhaps at a library, school, work, etc.
  2. You click on the web browser, sign into your Gmail account.
  3. You do some things, you then later on leave and simply close the web browser.
  4. Another person sits down at the same computer.
  5. The new person uses the web browser to sign into their Google Gmail.
  6. The new user now has access to both their own data as well as all the data that is inside your Google Account.
Thus whenever there are multiple Google Accounts signed in, and if any 1 of those accounts DOES NOT have permission to access the data, then rather than assume things access is denied. It's the safer assumption.

I also had the same issue, thanks for Shayne's suggestion to open a guest window. BTW it worked on mac as well.

What if I have to access these files regularly, do I have to migrate my entire account? Can I just allow permissions to other Google accounts?
