After Reinstall OS, Folders that Synced Before Can't Be Recognized
2
I have two partitions on my Computer, C:/ and D:/. Windows is working on C partition and my special folders are on D:/ partition, and these special folders were being synced to Google Drive by "Backup and Sync".

After I formatted C disk and reinstalled Windows. Now when I choose the same folders on D partition to keep sync them before any changes, "Backup and Sync" creates a new computer on Google Drive and uploads them from scratch. It should have checked the differences and sync only differences.

But I don't want to create a new computer and upload the folders again. I want to sync the folders on my local computer and the folders on Google Drive. Both of them are the same already.

It works, thank you! The only difficulty is dragging and dropping, you can not drag the old one the new one directly. So, while you are in the "Computers" tab, you should drag old folders from the left panel to the new one(My Computer(1) etc.) folder or drag the subfolders from the left panel to the new folder in the left panel.

Thank you. I'd like to add a couple of details that it took for me to make it work.

Before re-installing my windows:
- Windows was on C drive.
- I had two folders on my D drive (mostly photos) which where synced by "Backup and Sync".
- My photos where backed-up as "High Quality" and not "Original".
- I had chosen not to sync "Google Drive" on my PC. (under "Backup and Sync" preferences)

After re-installing:
- I installed Backup and Sync. By default it wanted to choose three folders (Desktop, Documents, and Pictures) as Back-up folders. I unchecked them,  and kept other settings the same as my previous installation (High quality photos, upload to google photos, and no sync for google drive).
- This did not add a new computer in my google drive, so I had to add at least one folder to be backed up. I added the desktop folder and a new computer name, "My Laptop (1)", appeared on drive.google.com under "Computers".
- Then I could drag my two folders from "My Laptop" to "My Laptop (1)", so this happened in the cloud and nothing was uploaded/downloaded.
- Then I went to Backup and Sync preferences and added my existing folders (with all the contents still there in my D-Drive) to be backed up. And I got this message: Merge with existing folder in Drive? and I clicked to continue.
- My concern was that the Photos that were previously backed-up were downsized by google photos (High quality option), and I was not sure if the merging process will duplicate the photos (one large size and one small size) or not.
- It ended up doing it right for most photos (about 16000 files). However, conflicts where identified in about 200 files and a second version was downloaded to my PC. For example a file named IMG_1000.JPG was downloaded with a different size as IMG_1000 (1).JPG.
- I do not know what kind of a conflict caused this issue, because the files appear identical other than their file size. The ones downloaded from the cloud have an Image ID assigned by Picasa.
- I will be able to search for these files in Windows Explorer (search for "(1)") and take care of them manually. If you view the folder in Details mode, you can also add a column for "Program name", and these files will show "Picasa".

It was a successful experience. No need to re-upload everything. And no original photo replaced by downsized photo. Just some duplicates to be deleted. Thank you

Thanks Sepehr Fadaei, the instructions MisterCanada posted were hard to follow as it assumes a lot and is imprecise and vague instead of objective and descriptive as yours, professional. Worthy of my Q&A process documentation at work
