I was able to replicate here on my end.
It appears that just by the fact that you are using the link for "Get shareable link" is automatically designed to set and/or reset the permissions to view. Even in the case where you used the "Get shareable link", it still says edit, it is really still set to view.
So, if you need to get a copy of the link for use, do not use the "Get shareable link" option, use the "Share" option and then the "Copy link" to get a copy of the link.

Hi,
Note that anyone that you share in that way can change the permissions on you without your permission. That possibility depends on your initial settings. See "Limit how your files are shared" and then the drop down just below that point, "Prevent others from sharing your shared files", then follow the instructions....
- Click Share or Share

- In the bottom right, click Advanced.
- Check the box next to "Prevent editors from changing access and adding new people."
- Click Save changes.
- Click Done.
Once that is done, put your settings back to allow editing and then see if this issue continues. See screenshot below.

You said anyone with I share this file can change permissions. I just tested and they can't. See, I have 3 sheets inside the file, 2 of them are protected and in the first sheet where people can edit, upper cells are protected too. I want people to only edit following cells after those upper cells. I tested it on a different account and everything what I did is perfect - they can't change permissions on those 2 additional sheets, they can't change permissions in upper cells, all they can do is to edit rest cells which I want.
Now, the issue I am having is that file changes it's permissions on it's own whenever I click on it and copy share link. I did what you suggested and it didn't help. I even made a video so you can better understand the problem I'm facing:

Thanks for the video.... They can or should be able to change the permissions to the file itself if allowed, but shouldn't be able to alter protection within the sheet, unless allowed in the sheet's settings. All on how the permissions are, either way, access or no access to alter settings.
Though, that doesn't appear to be what is happening here. Something odd going on in your video....
Let me study your video a bit to see if I can replicate. It may be a bit.... though I've watched it a few times.

Anyway, I think Google team must still fix this issue, because "get shareable link" should give you shareable link and it shouldn't reset permissions automatically.
Just one question: Since I changed in options and checked "Prevent editors from changing access and adding new people.", do I need to update link of that file on the site where I posted link of that file or it's not necessary?

I'll check with my contacts to see what they know about it. It is probably an intentional default setting to protect owner files from getting unwanted edits to their files and force owners to specifically allow editors

In my opinion, If they want to protect owner files from getting unwanted edits to their files, then I think it will be better if they add such setting separately (by adding it in the right click menu), so editors can choose if they want to use it or not. And "get shareable link" should just give us shareable link and nothing more.

Hi Jaba,
I have heard back and using the "Get shareable link" is working as designed.
Another idea for loading the file and getting the link 'if needed' is to just "Double Click" directly on the file, which will open the file so you can edit it and then if needed, you can copy the link/url directly from the omni/url-link box at the top of the browser and then paste it elsewhere if needed.
It was suggested to submit user feedback for your idea as you can report the issue right from Google Drive. Also, using the feedback option from drive does go directly to the Google Drive Team responsible for its development and maintenance.
