When you share files, or folders, you are sharing only access to those files- not the storage itself. The reason why it works this way is to enable the ability to collaborate on the creation and modification of data by multiple users. Thus when any is "shared" what actually happens is that a link is given to the people receiving the share, and they then use that link to access the actual data in the cloud of the person doing the sharing. Therefore there is only 1 copy of the data and everyone works on that same data.
 
If you have purchased a Google One paid storage plan, you can add up to 5 family members to your Google One plan which will share the actual storage for that plan. What happens is that each user first makes use of their own free 15GB, but once they go above 15GB they begin borrowing storage space from the Google One plan owner. Their storage space, even the borrowed amount, is still private to that user- the Google One plan owner cannot see the data.
 
This is the only way to "share" actual physical storage space.

Please review the steps on the Help Center Article: 
 
 
In particular look at the section on how to add family members. Be sure that the family member sees and accepts the email to them that would result.

Hi!

How do I borrow storage space from the Google One plan owner? We already are together in the Family Link. My wife is the plan owner. I added her to my Family Link app.
