Cant receive email because storage,google took back the space that i got thru buying an htc one m8

This started about 2 or 3 years ago. in 2013 i bought an HTC ONE M8 through ATT and at that time they were offering something like one hundred free gigabytes of google drive storage if you purchase said phone. so at first for the first roughly 7 months or so i had the extra space. during that period i ended up storing  65.35 GB of personal data on my google drive and all of the sudden out of the blue one day i go to login to gmail to check my email and at the top of the screen is a message saying i need to free up space in order to receive emails again and says that ive used "65.35 GB (435%) of 15 GB used" so i instantly realized somehow the 100gb of storage space i was given after buying the htc phone was removed and now it says i have 15gb of space total which i know is the regular size space i get just for opening a gmail account ,free. so for the past year or so ive had to create a second gmail account because the only way i can fix my original account would be to delete essentially all my data i have stored on my drive to be able to receive emails again. has this happening to anyone? why did google take my 100gb of storage away after giving it to me for a year which i paid for through the phone deal. you can see clearly that this isnt normal procedure if you didnt notice.. it says that ive used 65.35 GB (435%) of 15 GB used" ... how can i use 435% of 15gb?  clearly you can see this is an error . it used to say "i used 65.35gb of 115gb (or 165gb) (not sure if buying the phone got me 100 or 150gb of extra storage)

Sorry to hear about the issues you are having. I have some suggestions below but want to first note that everyone in this forum, unless their profile specifically says "Google Employee", is a volunteer, even the Product Experts. As such, we do not have access to internal Google data or systems and are unable to directly help in some types of problems.
 
For your issue, generally the free storage offers I have seen are for a limited time (1 year, 3 years, 5 years, etc.) so it is likely that your offer has just expired. If you have any documentation showing that it should not expire you should contact Google support (information below) and provide that to them. The storage in these deals is purchased by the phone manufacturer and does not come directly from Google. When offers like this expire they do not delete any of your stuff but they do limit you to reading and deleting information. That is why yours says you are using 435% of your 15 GB quota. No new data (such as receiving emails) is allowed. This will continue until you have deleted enough information to be below your quota or until you purchase a larger quota. 
 
If you do not have any documentation about this, it is likely that you will need to do something else such as sign up for Google One. 
 
If you do have documentation or just want to try talking directly to Google's product support, you should be able to contact support from a link at the bottom of this page:
